“…syphon the fuel out and distribute it …”
The C.D.E.P. (Community Development Employment Project) workers come to the office every morning for permission to fill their petrol and diesel tanks of the road grader (which hardly ever seems to grade roads), the tractor (mainly used for hunting), making out the fuel has been used for the purposes intended. But one of my informants tell me they drive away from the settlement and syphon the fuel out and distribute it to various private vehicles, leaving the grader and tractor with just enough in the tank to get them back to the office next day.
The corruption here is widespread and engrained. It involves whites as well as Aborigines. The whole thing stinks. I can smell it already. But who cares? No one seems to care a damn. Very few, anyway.
